Do you need planning permission to convert a garage?

When it's permitted development, and when it isn't.

Converting an integral or attached garage into living space is often permitted development, provided the work is internal and doesn't enlarge the building - but if you're also changing the external appearance significantly, or the garage is detached, the position can differ. Check your specific circumstances before assuming either way.

Key points

  • Converting an internal or attached garage is often permitted development, since it changes the use of existing space rather than enlarging the building.
  • Significant external changes (bricking up the garage door, for example) or a detached garage can change the planning position.
  • Building Regulations approval is needed regardless of the planning answer - insulation, damp-proofing, fire safety and floor structure all need to meet habitable-space standards.

The general position

Converting a garage that's internal to, or attached to, the house is often treated as permitted development, since it doesn't usually enlarge the building's footprint or height - you're changing the use of existing space, not adding to it.

That said, if the conversion involves significant changes to the external appearance (removing the garage door and replacing it with a wall and window, for example, at the front of the house), or the garage is a separate detached structure, the position can be different and is worth checking specifically.

Building Regulations still apply

Even where planning permission isn't needed, converting a garage into habitable space needs Building Regulations approval - insulation, damp-proofing, fire safety, and often a suitable floor structure, since a garage floor generally isn't built to the same standard as the rest of the house.

FAQs

Does converting a garage affect council tax?

It can - converting a garage into habitable living space changes the property, and the Valuation Office Agency can reassess the council tax band as a result. Worth checking as part of planning the project.
